UK Music CEO Feargal Sharkey (pictured) yesterday announced the launch of the strategy document 'Liberating Creativity' at the Houses Of Parliament.
The document defends the proposed ‘3 strikes rule’ contained in the Digital Economy Bill (DEB) and speaking at music industry conference South by South West (SXSW) in Texas last week, Sharkey implied the Bill will become law before the general election this year.
Sharkey said: "To win the hearts and minds of music fans, not only do you have to make the best music possible - that's a given - you have to deliver it how those fans want it and on whatever platform that they want it. The UK Government is clear on that. Their support comes with the tacit condition that everyone adapts: creative companies, tech companies, ISPs and fans".
As previously documented by The Gen, the Digital Economy Bill has now been passed by the House of Lords despite some residual concerns from many parties regarding controversial amendments which could grant courts the power to shut down websites without appropriate judicial process.
The DEB is the result of the 2009 Digital Britain report and contains many recommendations, including a ‘graduated response’ scheme to combat digital piracy, which will see copyright infringers having their Internet connections cut off following persistent evidence and warnings. This is also regularly referred to as the ‘3 Strikes’ rule.
